PORT OF LOS ANGELES HOLDS FIRST PUBLIC WORKSHOP ON REGIONAL AIR QUALITY COOPERATIVE AGREEMENT
Cooperative Agreement with South Coast Air Quality Management District and San Pedro Bay Ports Builds on Success of Clean Air Action Plan
July 21, 2026 – The Port of Los Angeles will hold a public workshop to provide a status update on the first phase of zero-emission infrastructure plans for container terminal cargo-handling equipment and drayage trucks in the San Pedro Bay port complex, in accordance with the three-party Cooperative Agreement among the Port of Los Angeles, Port of Long Beach and South Coast Air Quality Management District approved by the three governing boards and executed on Dec. 17, 2025.
The workshop will be held on Monday, Aug. 3, from 5-6 p.m., at Banning’s Landing Community Center, 100 E. Water St., Wilmington, CA 90744. Proceedings will be livestreamed here. Public comment and questions will be received in-person or virtually using the Q&A function on Zoom.
The South Coast Air Quality Management District Cooperative Agreement with the ports of Los Angeles and Long Beach covers all major port emission source categories, including cargo-handling equipment, harbor craft, trucks, trains and ocean-going vessels. The agreement calls on both ports to develop comprehensive zero-emission infrastructure plans in three phases, starting with a draft plan in May 2027. Approved plans for all emission categories are required under the agreement by the end of 2029.
The Cooperative Agreement builds on the success of the San Pedro Bay Ports Clean Air Action Plan (CAAP), a voluntary and unprecedented air quality program approved in 2006. Since that time, the Port of Los Angeles has cut overall emissions of diesel particulate matter (DPM) by 90%, sulfur oxides (SOx) by 98% and nitrogen oxides (NOx) by 73%.
