Provides support for the maintenance, repair, alteration and reconstruction of Harbor Department-owned facilities and infrastructure. |
Contracts and Purchasing

Provides a fair, objective selection process for all agreements and procurement opportunities. |
Debt and Financial Analysis
|

|
Manages the Department's debt portfolio, including the issuance, servicing, and post-issue compliance of outstanding debt, and pursues refinancing of debt. |
Engineering
|
|
|
Responsible for all design plans, specifications and other contract documents necessary for the development, redevelopment and maintenance of marine terminals and other Port facilities. |
Environmental Management
|
|
|
Assesses environmental impacts of development projects and determines appropriate mitigation measure as appropriate. |
Financial Planning and Analysis

|
Controls the Department's annual budget and is responsible for all functions related to financial analysis and credit/collections. |
Goods Movement
|

Responsible for all Port transportation engineering/planning, including the planning, conceptual design, and programming (grants) of all multimodal infrastructure. |
Human Resources

Responsible for the employment of nearly 1,000 individuals at the Los Angeles Harbor Department, a proprietary, non-tax-supported department of the City of Los Angeles. |

Responsible for computing, network/telecommunications, and cybersecurity services. |
Internal Audit |

|
Comprises the management of audit contracts and audit personnel, including compliance, financial, and performance audits, fraud prevention, and consulting engagement. |
Labor Relations and Government Affairs

Engages and maintains positive relationships with labor unions, while supporting workforce development and Port legislative efforts. |
Los Angeles Pilot Service
|
|
|
Directs the safe movement of vessels in and out of the Port in cooperation with various navigational safety and enforcement agencies. |
Los Angeles Port Police
|
|
|
Ensures the safe and uninterrupted operation of the Port through the enforcement of various, City, state and federal laws and regulations. |
Media Relations and Strategic Communications
|
|
|
Focuses on both traditional and digital media, including broadcast, print, and online media. Manages official Port websites and social media channels.

Planning and Strategy
|

|
Prepares and maintains a long-range Port Master Plan which guides the future development of the Port consistent with the provisions of the California Coastal Act. |
Real Estate - Cargo and Industrial |

Oversees all Port cargo-handling facilities, including leasing, property and asset management, and land acquisitions and dispositions. |
Real Estate - Waterfront and Commercial |
|
|
Includes the Port's retail, dining and entertainment space, cruise terminals, marinas, and the LA Waterfront. |
Risk Management
|
|
|
Plans, directs, and coordinates insurance programs to control risk and loss. |
Trade Development
|
|
|
Connects U.S. businesses throughout America with overseas trade opportunities, particularly exports. |
Wharfingers
|
|
|
Monitors all waterborne activities occurring within Port areas and serves as a primary contact for the operational needs of customers. |
