FRANK LIU
Director of Accounting
Frank Liu serves as the Director of Accounting for the Port of Los Angeles, the number one container port in the nation. With its AA bond rating and stable outlook, the Port of Los Angeles is the highest rated U.S. seaport operating without tax support.
Appointed in October 2015, Liu oversees the Port’s accounting operations and activities, including financial reporting and analysis, accounts payable, accounts receivable, payroll, policies and procedures. Liu has more than 15 years of extensive experience in conducting audits for local government agencies, employee benefit plans, and not-for-profit organizations. Through past audit engagements, he has gained unique insight into the ever-increasing constraints of evolving business demands.
Prior to joining the Port, Liu served as audit manager for Simpson & Simpson, LLP, where his major clients included the City of Los Angeles, County of Los Angeles, Los Angeles Water and Power Employees’ Retirement Plan, Los Angeles Fire and Police Pension Plan, Edison International & Southern California Edison Company, and Sempra Energy.
Before he began his career effectively managing audit engagements for Simpson & Simpson, LLP, Liu also held key financial accounting positions responsible for accounting operations at private sector corporations including Universal Studios. While working in the private sector, Liu gained experience in maintaining general ledgers, preparing budgets, performing month-end closings and preparing cost tracking reports of capital projects as well as financial and corporate reports.
Liu is a graduate of California State University, Los Angeles with a bachelor’s degree in business administration/accounting. He is a member of the American Institute of Certified Public Accountants, Chartered Global Management Accountant, California Society of Certified Public Accountants, and Government Finance Officers Association.
